Who Must Register for Excise Tax

Businesses involved in producing, importing, stockpiling, or releasing excise goods must register with the Federal Tax Authority (FTA). This includes:

• Manufacturers of excisable products

• Importers bringing excise goods into the UAE

• Warehouse operators storing excise goods

• Businesses holding stockpiles of taxable products

There is no minimum volume requirement; even small-scale importers or producers are required to register if they handle excisable goods.

Excise Tax Rates in the UAE

Excise Tax rates are applied depending on the type of product:

  • • 100% on tobacco products, energy drinks, and electronic smoking devices.
  • • 50% on carbonated drinks and sweetened beverages.

These rates are applied to the excise price, which is determined by the Federal Tax Authority based on the higher of either the designated price or retail price.
